During a declared state of emergency, Florida law prohibits unconscionable prices for essential goods and services, and a price is presumed unconscionable if it grossly exceeds the average price in the 30 days before the declaration, unless the seller can show it reflects higher costs or market trends. For home services and contractors, we build hurricane-season rules that freeze or cap increases when an emergency is declared.
